Background

Within UN Women, several actions continue to be undertaken to enhance the risk management framework and related processes. This includes ensuring that the risk management process is an integral part of the work planning and performance management processes and activities throughout the organization.

In this context, the annual risk assessment process is an integral component of planning at all levels and supports the generation of reliable risk information to identify which objectives and results are likely to be impacted by risks of a significant nature, should these occur. Linked to these activities is the completion of quality assurance process that is designed to strengthen the second layer of defense oversight mechanisms and support a pre-emptive approach, seeking to establish a clear and iterative focus on all the steps of the risk assessment process, considering both external and internal factors.

As a result, UN Women seeks the services of experienced Risk Management Advisors to provide technical support for the annual risk assessment processes. The incumbents will be engaged for a specific period of time to support the Regional Risk Focal Points in applying effective risk management and compliance monitoring activities, thereby improving the risk culture and integrity of the risk assessment activities and supporting the objectives of meeting key performance indicators in this area.

Duties and Responsibilities

The Risk Management Advisor shall support and advise the Regional Office Risk Focal Points in achieving the deliverables in respect of the risk assessment activities for the 2023 work planning cycle. Typical responsibilities will include:

  • Conduct a desk review of country risk profile, making use of external sources of risk information and data to understand the contexts in which the country offices operate.
  • Undertake review of country-specific performance indicators, as provided by the HQ Risk Management Unit.
  • Lead a quality assurance review of the country office risk registers, based on predetermined criteria. This criteria shall include among others, timelines of submission of the risk registers for review, completeness of the risk information included in the risk registers, seeking to ensure that causes and consequences are well formulated and clear, risks are adequately evaluated in terms of likelihood and impact (reflective of the risk profile and taking into account key factors), and that risk mitigation actions are specific, measurable (where relevant), achievable and relevant, to the fully extent possible.
  • Prepare a summary report for use by the HQ Risk Management Unit and Regional Risk Focal Point to support the regional compliance tracking metrics.
  • In consultation with the HQ Risk Management Unit, assessing the practices related to the implementation of risk assessment activities and identify opportunities to strengthen the integrity of risk information and proposed mitigation measures, with a focus on enhancing the maturity in this area. Deliverables 1: Completed review and scoring of each country office initial risk assessment results as per the standardized criteria and methodology 2: Completed review and scoring of each country office final risk assessment results as per the standardized criteria and methodology. 3: Completed summary narrative report for each region, also flagging for the attention of the Regional Risk Focal Points, all country offices that are at risk of non-compliance.

Required Skills and Experience

Education and certification:

  • Master’s Degree in Accounting, Finance or Commerce, or professional certification (e.g., ACCA/CPA); a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 7 years of experience, preferably in risk management, audit, compliance or policy frameworks.
  • At least 5 years of experience in a multi-cultural or international organization providing support on a regional or global scope.
  • Oversight and report writing experience, working across functions in is desired.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
